Proposal to run a Series of Training Videoson Semiconductor Failure Mechanisms - in Ottawa - by Hugh Reekie - corrected 12 March 2003


1.Background. I volunteered to be the IEEE Ottawa Section Video Course co-ordinator in 1997. In Fall '98 an evening (or one-day) video RF Devices for Mobile Phones was given to 45 persons. In Spring '99 a three-day video JPEG,MPEG and Internet transmission (16hours) was given to 22 persons. The IEEE have recently released a 30-topic,37-hour set of videos on Semiconductor Failure Mechanisms. The purchase price isUS$4 k, but only US $2.5 k to libraries. This special price is because of a contractual agreement: a government library iseligible. The course is planned for about 8 or 16 weekdays - probably full- or half-day Wednesdays - sometime in the January - April 2000 timeframe at the Communications Research Centre, Shirley Bay, Ottawa.

2.Cost and risk management.  Since the cost is significant, it is planned to seek "prior committed interest" from organizations such as Nortel, Mitel, Newbridge and other specialistsemiconductor houses to provide a partial guaranteed income. It is felt that there are sufficient advisors and volunteers to run the project.

3. Funding Sources to purchase the video. It is proposed that, inaddition to the IEEE Ottawa Section, seed money be sought from IEEE-ED-Ottawa (as for the RF course) and IEE Ottawa, 25% each. Other sources possible.

4. Purchase Method.  It is planned topurchase the videos in segments; the whole course, if offered, may run over a few months, therefore.

  6.1 $250 per person - bulk,pre-purchase registration of 5 persons or more per company
  6.2 $300 - pre-purchase as 6.1, but individual rate
  6.3 $350 - pre-registration, but after IEEE has committedto purchase
  6.4 $400 - on site registration

For two user-selected, related course IEEE ssession mini-courses (total 4 or 5 videos), separate registration ispermitted at the following proposed rates:

  6.5 $80 per person - bulk,pre-purchase registration of 5 persons or more per company
  6.6 $100 - pre-purchase as 6.1, but individual rate
  6.7 $120 - pre-registration, but after IEEE has committedto purchase
  6.8 $150 - on site registration

  • $3k committed income required for "purchase decision"
  • The fees include course notes in a binder - over 500 pages
  • CRC site employees may attend at no charge, where sessions are offered at CRC, but pay a fee for course notes if needed
  • Any proceeds split according to seed funds - IEE Ottawa 20%
  • Perhaps items 6.3 and 6.4 be higher
  • Single session registration (2-4 related topics) permitted
  • Substitutions permitted for different contiguous groups of presentations
  • All fees 50% if a member of a sponsoring group (e.g. IEEE or IEE) - but no substitutions in these cases
  • Reduced rates for full-time students, similar to previous courses $150 IEE/IEE, $200 non-member, pre-reg only
